Ce que dit l'éditeurDecentralization in Cameroon With other works dedicated to the issue, this work is a short introduction to decentralization/ regionalization in Cameroon. It helps situating the decentralization process in the Cameroonian way, describing, through a brief historical background, current sources, community types, competence devolution rules, governance framework and supervision rules, and highlights the various situations existing on the field. Decentralization will long remain a process still to be adjusted. The administrative jurisprudence and the practice of competence distribution will both later enable us to make a strong and final judgment, hence the primary importance of using a descriptive study. Cameroon is experiencing a decentralization/ regionalization process. Cameroon is neither Spain nor Belgium, nor the United Kingdom, least of all France. Cameroon is Cameroon. Our ambition was to promote this promising experience. |
